Fish Introduction Impacts

PROPOSAL TO STOCK EXOTIC FISH IN RESERVOIRS OF RESERVE FORESTS CONRCERN CONSERVATIONISTS

The proposal by the Fisheries Department to stock fish seeds in reservoirs, especially those in reserve forests, has been objected severely by the conservationists. The proposal seeks stocking Indian Major Carps (IMCs) in the 16 reservoirs of Kerala, including Kallada, Kakki, Pamba, Anayirangal, Neriyamangalam, Ponmudi, Kandala, Shenkulam, Mattupetti, Bhootathankettu, Peringalkuthu, Sholayar, Parambikkulam, Karapuzha, Banasurasagar and Pazhasii, located within the reserve forest areas.

The conservationists oppose the move primarily because of the fact that the Western Ghat rivers are the aquatic biodiversity hotspots. Any introduction of IMCs, which are highly competitive and voracious feeders would lead to the extermination of the highly threatened indigenous fish fauna, notwithstanding their impacts on other aquatic organisms, which remain less documented. 

The introduced fishes would be aggressive, prolific breeders which would move out of the reservoirs and expand their range along the river courses, both upstream as well as downstream. They would easily push out of their niches the indigenous species and prey upon the local species of fishes, their fingerlings or spawn. They would voraciously feed on the aquatic biomass and successfully compete with all the indigenous species of freshwater fauna. Dr. Sathis Chandran, a  noted ecologist, says that most of our reservoirs are in the Western Ghats and the catchment areas upstream of the reservoirs are Reserved Forests. At least twenty large reservoirs in the State are within National Parks and Sanctuaries where the primary objective of management of the area is wildlife protection. Introducing exotic species is obviously violation of the Wildlife Protection Act. Another seven reservoirs are inside wet evergreen forests with very high biodiversity potential where the species richness remains inadequately documented. Therefore this move has to be abandoned.

A recent study conducted by Mr Robin Kurian Abraham in the southern Western Ghats shows that the protected areas act as the refugee for highly endemic fish fauna and one of the greatest threats is the presence of exotic species. For example, in Kulathupuzha river the Common carp introduced for aquaculture has escaped downstream and is in the process of replacing the threatened mahseer fish. This is an indication of possible replacement of indigenous fish by the larger and highly competitive carps.  Exotic fishes such as Tilapia (Oreochromis mossambicus), Common carp (Cyprinus carpio), African catfish (Clarias gariepienus), and IMCs have gained entry into the reservoir ecosystems of India through accidental or deliberate introduction. Among them tilapia has already entered into all the upstream rivers of Kerala, including forest streams and established viable populations (Dr. Bijukumar, Dept. of Aquatic Biology and Fisheries, University of Kerala).

Convention on Biological Diversity states: "Inland water ecosystems are particularly vulnerable to invasive alien species. There is limited success in the prevention, eradication and control of invasive alien species in inland water ecosystems with fewer methods available than for the control of invasive species in terrestrial systems, particularly for organisms, which are submerged (such as fish)". The rivers of the Western Ghats are freshwater biodiversity hotspots, as each stream may serve as an evolutionary centre as far as highly endemic freshwater fish fauna are concerned. The water bodies associated with the Western Ghats harbours 288 species of freshwater fish of which 118 are endemic. A larger diversity of new freshwater fishes has been recorded from the aquatic ecosystems associated with the Kerala part of the Western Ghats. For example, a relatively small watershed of Chalakkudy river, covering less than 1700sq km has more than 100 species of fishes, many of which are endemic to the river! Moreover, the upper reaches of most of the river basins in Kerala are within forests and have not been exhaustively surveyed for their biota. 

In the Government's 'Guidelines for Culture-based Fisheries Management in Small Reservoirs in India', under Box. 3, it is stated "In India, fish transferred on the trans-basin basis within the geographic boundaries of the country is not considered as exotic, with no restrictions on such transfers. Thus, Indian major carps such as Catla is not regarded as exotic in peninsular rivers, despite the fact that the species is outside its normal range of distribution and peninsular rivers have habitats, distinctly different from the Ganges and Brahmaputra river systems. The small west-flowing drainages of the Western Ghats…. have ichthyofauna different from the Ganga and Brahmaputra river systems. Catla, Rohu and Mrigal have been stocked in the peninsular reservoirs for many decades now, varying results. In some of the reservoirs in Southern India, they have established breeding populations. The country's policy on stocking reservoirs,though not very explicit, disallows the introduction of exotic species into reservoirs." There is a clear affirmation in the above passage that west flowing drainages of the Western Ghats are substantially different from the perennial, glacier-fed, floodplain rivers of the Ganga-Brahmaputra river systems, which is the original habitat for the Major Carps. So, when such large bodied floodplain species are regularly introduced in large numbers, to the seasonal river systems of the Western Ghats, which harbour a rich diversity of significantly different, but remarkably unique fish species adapted to the seasonal streams, there is bound to be a marked negative impact on many of the smaller endemic fishes and on other important aquatic organisms like tadpoles of numerous species of endemic frogs, molluscs, crabs, freshwater prawns, larvae of macro-invertebrates and aquatic vegetation, says Robin Kurian Abraham.

 

Majority of the endemic fishes in Kerala find their home in the pristine streams and rivers within the reserve forests of Kerala. The recent recording of Piranha from Chalakkudy river, African catfishes from many water bodies including Periyar lake and Nile tilapia from Bhrathapuzha river is a matter of concern to the freshwater aquatic diversity, taking into account the greater endemism of fish fauna in these systems. The present case of introduction of Indian Major Carps (IMCs) should also be discussed in a holistic ecosystem perspective, as there are reports that introduction of fish to different habitats within the country may also lead to loss of biodiversity. Though there are such reports in Asia, such studies, unfortunately, have not initiated in India and this demand for a precautionary approach. There are at least 61 species of threatened fishes (listed as either critically endangered or endangered) that occur in the rivers of Kerala. Although explicit information regarding the factors that drive native fish species towards endangerment is still unclear, there is a general consensus that habitat loss and exotic species could be the possible reasons. There is bound to be competition by the introduced major carps with indigenous fish species, since they are introduced in huge numbers. For instance, the Mrigal, which is a bottom feeder, would compete with local bottom feeding species like members of the genus Hypselobarbus, which have several endemic species in the Western Ghats. Column feeders such as Puntius spp. would be in direct competition with introduced Rohu, who use the same mid-column niche.

According to recent researches, one of the major threats for native freshwater fishes, after habitat destruction, is the introduction of non-native species.

Majority of the endemic freshwater fish in Kerala are restricted in their distribution to the Western Ghats rivers, especially in the reserve forest areas. Moreover, it is also important to note that all the fishes reported new to science from Kerala in the recent past have their restricted distribution in the forest streams. Based on his recently concluded a scientific study Mr Robin Kurian Abraham sys that streams, rivers and reservoirs inside Protected Areas managed by the Forest Department are critical habitats for many indigenous freshwater fish species. These species, many of which are endemic to the Western Ghats, are severely under pressure outside Protected Areas, from threats like sand mining, dynamite fishing, overharvesting and the release of untreated domestic, medical and chemical wastes into rivers. So substantial populations of many native and rare species seek refuge inside Wildlife Sanctuaries and Reserved Forests, whereas their population is drastically low, outside of the sanctuaries and reserved forests.

 

The IMCs are represented by three species: Catla (Catla catla), Rohu (Labeo rohita) and the mrigal (Cirrhinus cirrhosus; earlier Cirrhinus mrigala). Catla catla grows to a maximum length of 182 cm and a weight of over 38 kg and is a surface and mid-water feeders, feeding mainly omnivorous with juveniles feeding on aquatic and terrestrial insects, detritus and phytoplankton. The column feeder Labeo rohita attains a maximum length of 200 cm and weight of 45 kg, and prefers plants as their food. The mrigal Cirrhinus cirrhosus grows to 100 cm in size and 13 kg in weight and is a bottom feeder. It is important to note that majority of indigenous fish in the Western Ghats never attain this length, and feeds as voraciously as IMCs. Further, by exploiting all the available niche, they are strong competitors. Therefore, we also need to consider the fact the smaller rivers in Kerala are ecologically not suitable for the IMCs and in the long run, culturing them in the reservoirs of Kerala would not be economically feasible in the long run, as the current motive of stocking is ONLY to 'enhance' fish production.

The costs and benefits of invasive alien species are mixed because alien species are often a major source of income, food or livelihood for local communities and often support major economic activities (such as aquaculture production). The challenge, therefore, is how to maximize the benefits whilst minimising the risks. Greater attention needs to be given, where feasible, to promoting the use of native species. However, the use of native species should include precautions to conserve the genetic diversity of native populations. In this context conservation of indigenous biodiversity should be given priority.

 

Most of these introductions, including those within the country, have been made regardless of the consequences for the ecosystems, as the effect on ecological interactions between species, hybridization with native species, loss of biodiversity, and introduction of new pathogens and diseases among others. The replacement of non-native species with native species is an issue that must be considered, especially in countries with high freshwater fish biodiversity where it is easier to find suitable candidates. Considering the possible negative impacts of IMCs to the indigenous fish fauna, which shows greater endemism, the move to stock them in the reservoirs within the reserve forests need to be stopped as a precautionary principle.

The Extremely Severe Threat the Freshwater Ecosystems of Kerala Face due to the Introduction of Exotic Species of Fishes in the Reservoirs

 

There is the often repeated assertion that the State of Kerala is blessed with an abundance of freshwater. An annual average rainfall of more than 3000mm, the north-south alignment of the Western Ghats with its crest rising up to an average elevation of 1800m above the mean sea level, the intense seasonal rainfall running off this steep hard rock mountain creating a large number of distinct river basins and the humid tropical vegetation cover have all created an extraordinary array of freshwater and brackish water ecosystems in the State of Kerala. The Western Ghats as a whole forms a refugia for a very large assemblage of biota. The complex topographical conditions each river basin is endowed with results in unique physico-chemical and biological characteristics not replicated even in the adjacent basins. Some sections of the Western Ghats have the distinction of harbouring the highest percentage of endemic species both in the plant as well as animal world. Simultaneously Western Ghats also has the dubious distinction of extensive and rapid habitat degradation. Hence it is considered a globally important hot spot as far as its biodiversity is concerned.

 

It is the quantum of available water and the characteristics of the hydrological cycle that makes the Western Ghats such an exceptional refugia of flora and fauna. Naturally moisture demanding plants, aquatic insects, fishes and amphibians constitute a large percentage of the RET (Rare, Endangered and Threatened) species recorded from this landscape unit. It is the human manipulations specifically adversely affecting the hydrological cycle that is posing the severest threat to this biodiversity. Deforestation and unsuitable landuse practices have already curtailed the perennial nature of the rivers. Excessive application of agro chemicals has drastically affected the chemical quality of the surface water discharge everywhere in the State. All the major rivers have been repeatedly dammed and some diverted to other basins. Downstream of all the dams for considerable lengths the river channels remain totally dry for practically round the year. The coastal brackish water systems have suffered drastic modifications including extensive reclamation, reduced freshwater inflow during the lean season and sea water ingress during summer apart from widespread urban sewage accumulation. In short practically all the rivers and backwaters in Kerala are imperilled.

 

The extraordinary diversity of freshwater fishes in Kerala is illustrated by the fact that a relatively small basin, Chalakkudy covering less than 1700sq km has more than 100 species of fishes recorded from it so far. The upper reaches of most of these basins are within forests and have not been exhaustively surveyed for their biota. This year the world has been celebrating as the Year of Biodiversity to highlight the significance of all other species sharing Planet Earth along with us. The celebration is also to draw attention to the fact that the intricate web of life supporting human existence also is suffering irreparable damage by our species.

 

Yet it is ironical that in this State of Kerala claiming high literacy standards and environmental consciousness we are simultaneously doing the most irresponsible of activities endangering our rich biodiversity and fragile ecosystems. The ongoing official programme of introducing exotic fishes in all the reservoirs in the State is a classical example of human folly. Already our natural habitats are extensively threatened by exotic species of plants and animals, some intentionally introduced and many accidental invasives. Weed species such as mikania, aggressive plant feeders such as the Giant African Snail, African fishes such as catfish are taking over habitats and drastically undermining them.

 

The present move to introduce exotic fishes into the reservoirs should be halted immediately.  This move is supposed to be for enhancing the availability of freshwater fishes. But excepting a few, most of our reservoirs practically dry up in summer, especially during the years when there is a failure of the retreat monsoon. The introduced fishes would be aggressive, prolific breeders which would move out of the reservoirs and expand their range along the river courses, both upstream as well as downstream. They would easily push out of their niches the indigenous species and prey upon the local species of fishes, their fingerlings or spawn. They would voraciously feed on the aquatic biomass and successfully compete with all the indigenous species of freshwater fauna. Most of our reservoirs are in the Western Ghats and the catchment areas upstream of the reservoirs are Reserved Forests. At least twenty large reservoirs in the State are within National Parks and Sanctuaries where the primary objective of management of the area is wildlife protection. The very economic viability as well as sustainability of this dubious venture should be questioned. In spite of the long history of introducing fish fry into reservoirs such as Neyyar, Malampuzha etc the actual returns need to be assessed objectively. With very inadequate data base on the primary as well as secondary productivity in our man-made reservoirs, the carrying capacity of these unstable water bodies to support large fish populations is to be questioned.

The proposal by the Fisheries Department to stock fish seeds in reservoirs as per the project sanctioned to them by the Government of India, would hamper the indigenous biodiversity in various manners. A note on the impacts of introduction of exotic species in water bodies is attached below for your kind perusal.

  1. Invasive species are considered to be a significant threat to biodiversity, often categorised next to habitat destruction, especially in freshwater systems. Non-native, invasive fish have contributed to the extirpation of indigenous species. There are already well established documents on the ecosystem level and species level catastrophic impacts of exotic species introductions, which we also have to take into account very seriously.

 

  1. The present case of introduction of Indian Major Carps (IMCs) should also be discussed in a holistic ecosystem perspective, as there are reports that introduction of fish to different habitats within the country may also lead to loss of biodiversity. Though there are such reports in Asia (Kottelat and Whitten, 1998), such studies, unfortunately, have not initiated in India. This demand for a precautionary approach.

Yet we are trying exotic fishes continuously. With the ongoing aquaculture and aquarium trade initiatives, many more may find their way to the aquatic ecosystems.

The flying barb (Esomus thermoicos), Crossocheilus periyarensis, Gonoproktopterus micropogon periyarensis, Labeo dussumieri, Lepidopygopsis typus, Neolissochilus wynaadensis, Osteobrama bakeri, Osteochilus (= Kantaka) brevidorsalis, O. longidorsalis, Puntius arulius arulius, Puntius exclamatio, Puntius pookodensis, P. puckelli, P. denisonii, P. chalakkudiensis, P. ophicephalus, Garra hughi, G. menoni, G. surendranathani, G. periyarensis, Homaloptera menoni, H. pillaii, Travancoria jonesi, T. elongate, Mesonemaheilus  menoni, M. remadevii, Nemacheilus deninsoni pambaensis, N. sinuatus, Oreonectes keralensis, Pangio bashai, Batasio travancoria, Horabagrus nigricollaris, Mystus armatus, Pseudeutropius mitchelli, Glyptothorax anamalaiensis, G. housei, Clarias dayi, Horaglanis krishnai, H. alikunhi, Microphis brachyurus, Monopterus (Amphipnous) fossorius, M. (Monopterus) eapeni, M. digressus, M. roseni, Parambassis dayi, Pristolepis marginata, Pristolepis malabaricus, Channa diplogramma, C. leucopunctatus, Macrognathus guentheri, Carinotetraodon imitator are some of the species endemic to Kerala part of the western ghats, and majority of them are restricted in their distribution to the Western Ghats rivers. Moreover, it is also important to note that all the fishes reported new to science from Kerala in the recent past have their restricted distribution in the western ghat rivers. In this context, introduction of more competitive and fast growing IMCs to the reservoirs would lead to their migration both upstream and downstream, hampering the habitats and the very existence of indigenous species. The record of IMCs from the river systems of Kerala are all escapes from the reservoirs.

 

  1. One of the possible impacts of IMCs in our rivers, especially in the upstream reservoirs, may be habitat alteration and replacement of indigenous species through competition for food and space. The IMCs are represented by three species: Catla (Catla catla), Rohu (Labeo rohita) and the mrigal (Cirrhinus cirrhosus; earlier Cirrhinus mrigala). These mixed benefits and risks are difficult to predict or manage which results in potential conflicts regarding the use of invasive alien species. The challenge, therefore, is how to maximize the benefits whilst minimising the risks. All too often, alien species are used as an easy option for agriculture and fisheries related activities.  Greater attention needs to be given, where feasible, to promoting the use of native species. However, the use of native species should include precautions to conserve the genetic diversity of native populations. In this context conservation of indigenous biodiversity should be given priority.
  5. In this context, economic viability of the project of introduction of IMCs in the reservoirs inside reserve forests also needs to be assessed. As opined by Dr. Sathis Chandran, "we have little data on the primary as well as secondary productivity in our reservoirs and the carrying capacity of these unstable water bodies to support large fish populations is to be questioned". For example, the tilapia, O. mossambicus was first introduced into the pond ecosystem of the country in 1952 and soon it was stocked in the reservoirs of south India. By the end of 1960s, most of the reservoirs in Tamil Nadu and those in the Palakkad and Thrissur districts of Kerala were regularly stocked with tilapia. Performance of tilapia in ponds of south India has been discouraging mainly due to its early maturity, continuous breeding, over-population and dwarfing and this may be expected in reservoirs also. The unfortunate situation is that we don't have strong data base even now on the ecology and food web dynamics of many of the threatened indigenous fishes, and the attention of researches should be focussed on this.
  6. Considering the possible negative impacts of IMCs to the indigenous fish fauna, which shows greater endemism, the move to stock them in the reservoirs within the reserve forests need to be stopped as a precautionary principle.

പാലക്കാട്: സൈലന്റ്‌വാലി കരുതല്‍ മേഖലയില്‍ നിയമങ്ങള്‍ മറികടന്ന് സ്വകാര്യ കുപ്പിവെള്ളക്കമ്പനി തുറക്കുന്നു. കരുതല്‍മേഖലയില്‍ ഇത്തരമൊരു കമ്പനിക്ക് അനുമതിനല്കിയത് എങ്ങനെയെന്നന്വേഷിച്ച് റിപ്പോര്‍ട്ട് സമര്‍പ്പിക്കാന്‍ ഒറ്റപ്പാലം ആര്‍.ഡി.ഒ.യോട് കളക്ടര്‍ കെ.വി.മോഹന്‍കുമാര്‍ ആവശ്യപ്പെട്ടു. വിവാദസ്ഥലം വെള്ളിയാഴ്ച കളക്ടര്‍ സന്ദര്‍ശിക്കുകയും ചെയ്തു.

സൈലന്റ്‌വാലിയിലെ പ്രധാനനദിയായ ഭവാനിപ്പുഴയുടെ അരുവികളിലൊന്നായ കരുവാരത്തോടിന്റെ കരയിലാണ് കുപ്പിവെള്ള നിര്‍മാണക്കമ്പനിയുടെ കെട്ടിടം ഉയരുന്നത്. മാസങ്ങള്‍ക്കകം കുപ്പിവെള്ളനിര്‍മാണം തുടങ്ങാനാവുംവിധമാണ് പണി പുരോഗമിക്കുന്നത്. ഇതോടെ തോട്ടിലെ വെള്ളവും കിണറുകളിലെ കുടിവെള്ളവും വറ്റുമെന്ന ഭീതിയിലാണ് ആദിവാസികളുള്‍പ്പെടെയുള്ള പരിസരവാസികള്‍.


അഗളിപഞ്ചായത്തില്‍ കള്ളമലവില്ലേജില്‍ മുക്കാലി-സൈലന്റ്‌വാലി റോഡിലെ താന്നിച്ചോട്ടിലാണ് കെട്ടിടംപണി. കെട്ടിടത്തിന്റെ നേരെമുന്നില്‍ സൈലന്റ്‌വാലി റോഡും തൊട്ടുപിന്നില്‍ കരുവാരത്തോടുമാണ്. തോട്ടില്‍നിന്ന് വെറും 40 മീറ്റര്‍ അകലെയായാണ് കമ്പനി കിണര്‍ കുഴിച്ചിരിക്കുന്നത്. തോട്ടിനപ്പുറത്ത് ആദിവാസികളുടെ കോളനിയാണ്. കിണറ്റില്‍നിന്ന് കമ്പനി വെള്ളമെടുക്കാന്‍ തുടങ്ങുന്നതോടെ ഭൂഗര്‍ഭജലവിതാനം താഴുകയും തോടുവറ്റുകയും ചെയ്യുമെന്നാണ് സമീപവാസികള്‍ പറയുന്നത്.


കരുവാരത്തോട്ടില്‍നിന്ന് കുഴലിട്ട് വെള്ളമെടുത്താണ് കെട്ടിടത്തിന്റെ നിര്‍മാണപ്രവര്‍ത്തനങ്ങള്‍ നടത്തിയിരുന്നത്. ഇതിനെതിരെ വനംവകുപ്പ് ഉദ്യോഗസ്ഥര്‍ കമ്പനിക്ക് നോട്ടീസ്‌നല്കിയിരുന്നു. മിനറല്‍വാട്ടര്‍ നിര്‍മാണത്തിനായി രണ്ട് ചെറിയകിണറുകള്‍മാത്രമാണ് കുഴിച്ചിട്ടുള്ളത്. ഇവയില്‍നിന്ന് പ്രതിദിനം ഇരുപതിനായിരത്തോളം ലിറ്റര്‍ കുപ്പിവെള്ളം നിറച്ചുവില്ക്കാനാണ് നീക്കം.

15 വര്‍ഷംമുമ്പ് ഇതേസ്ഥലത്ത് 'വിര്‍ജിന്‍ സൈലന്റ്‌വാലി' എന്നപേരില്‍ അനധികൃതമായി ഒരു മിനറല്‍വാട്ടര്‍ കമ്പനി പ്രവര്‍ത്തിച്ചിരുന്നു. അന്ന് 'സൈലന്റ്‌വാലി' എന്ന ആഗോളപ്രശസ്തനാമം വാണിജ്യലാഭത്തിനായി ഉപയോഗിക്കുന്നതിനെതിരെ പരാതിയുയര്‍ന്നു. അതോടെ കുപ്പിവെള്ളത്തിന്റെ പേരുമാറ്റി വിപണിയിലിറക്കി. ആ കുപ്പിവെള്ളത്തില്‍ മാലിന്യമുണ്ടെന്നുകാണിച്ച് ഒരു പ്രശസ്ത സിനിമാനടന്‍ കേസുകൊടുത്തതിനെത്തുടര്‍ന്ന് കമ്പനി നഷ്ടപരിഹാരം നലേ്കണ്ടിവന്നു. അന്ന് പൂട്ടിപ്പോയ കമ്പനിയാണ് പുതിയ സജ്ജീകരണങ്ങളോടെ വീണ്ടും തുറന്നുപ്രവര്‍ത്തിക്കാനൊരുങ്ങുന്നത്. നിയമസഭാസമിതി അന്ന് ഇക്കാര്യത്തില്‍ ഇടപെട്ടിരുന്നെന്നും അറിയുന്നു.

അക്കാലത്ത് മിനറല്‍വാട്ടര്‍കമ്പനി പ്രവര്‍ത്തിച്ചിരുന്നപ്പോള്‍ കരുവാരത്തോട്ടിലെയും ചുറ്റുമുള്ള കിണറുകളിലെയും വെള്ളം വറ്റിയിരുന്നതായി നാട്ടുകാര്‍ ഓര്‍ക്കുന്നു. സൈലന്റ്‌വാലി ദേശീയോദ്യാനപാര്‍ക്കിന്റെ പരിരക്ഷണകവചമായി കണക്കാക്കപ്പെടുന്ന കരുതല്‍മേഖലയില്‍(ബഫര്‍സോണ്‍) ആനവായ് ഫോറസ്റ്റ് സ്റ്റേഷന്റെ മൂക്കിനുതാഴെയാണ് കമ്പനി ഉയരുന്നത്. വനംവകുപ്പ് ഇതൊന്നും കണ്ടില്ലെന്ന് നടിക്കുകയാണെന്ന് സ്ഥലത്തെ പരിസ്ഥിതി പ്രവര്‍ത്തകര്‍ പരാതിപ്പെടുന്നു.


40 സെന്റ് സ്ഥലമാണ് കുപ്പിവെള്ളക്കമ്പനിയുടെ കൈവശമുള്ളത്. ഇവിടെത്തന്നെ പ്ലാസ്റ്റിക്‌ബോട്ടിലുകള്‍ ഉണ്ടാക്കുന്ന പ്ലാന്റും പ്രവര്‍ത്തിക്കും. രാസവസ്തുക്കളും പ്ലാസ്റ്റിക്കഷണങ്ങളും ഉള്‍പ്പെടെയുള്ള മാലിന്യം സംസ്‌കരിക്കാനുള്ള സൗകര്യം ഇവിടെയില്ലെന്നും പരാതി ഉയര്‍ന്നിട്ടുണ്ട്. കെട്ടിടനിര്‍മാണ അവശിഷ്ടങ്ങളും മറ്റും കൊണ്ടുവന്ന് തള്ളിയതിനാല്‍ ഇപ്പോള്‍ത്തന്നെ കരുവാരത്തോട്ടില്‍ ഒഴുക്ക് തടസ്സപ്പെട്ടിട്ടുണ്ട്.

15 കൊല്ലംമുമ്പ് പഞ്ചായത്തിന്റെ അനുമതിയില്ലാതെയാണ് അവിടെ മിനറല്‍വാട്ടര്‍കമ്പനി പ്രവര്‍ത്തിച്ചിരുന്നത്. അന്ന് അതിനെതിരെ ഒരു കോണ്‍ഗ്രസ് പ്രവര്‍ത്തന്‍ പരാതി കൊടുത്തിരുന്നു. പക്ഷേ, ഇപ്പോള്‍ പഞ്ചായത്തിന്റെ അനുമതിയും നേടിയെടുത്താണ് കമ്പനി പ്രവര്‍ത്തിക്കാനൊരുങ്ങുന്നതെന്ന് അറിയുന്നു.

                     സൈലന്റ്‌വാലി കരുതല്‍ മേഖലയില്‍ നിയമങ്ങള്‍ മറികടന്ന് നിര്‍മാണമാരംഭിച്ച സ്വകാര്യ കുപ്പിവെള്ളക്കമ്പനിക്കെതിരെ ആനവായ് ഫോറസ്റ്റ് ഡെപ്യൂട്ടി റേഞ്ച് ഓഫീസര്‍ എന്‍.അനില്‍കുമാര്‍ കേസെടുത്തു. കമ്പനിയുടമസ്ഥരായ തൃശ്ശൂര്‍ കുറ്റിക്കാടന്‍വീട്ടില്‍ ജോസ് കെ. ഫ്രാന്‍സിസ്, തൃശ്ശൂര്‍ കൂട്ടാലസ്വദേശി മുറ്റിച്ചുക്കാരന്‍വീട്ടില്‍ ജോജോ ജോസ് എന്നിവര്‍ക്കെതിരെ വന്യജീവിസംരക്ഷണ നിയമം, കേരള വനംനിയമം എന്നിവപ്രകാരം ജലചൂഷണം, പരിസ്ഥിതി മലിനീകരണം, ജലജീവികളുടെ ആവാസവ്യവസ്ഥയ്ക്ക് കോട്ടമുണ്ടാക്കല്‍ എന്നീ വ്യവസ്ഥകള്‍ പ്രകാരമാണ് കേസെടുത്തിട്ടുള്ളത്.

വ്യവസായ സ്ഥാപനങ്ങളുടെ വൈദ്യുതി കുടിശ്ശിക കോടികള്‍ : പിരിച്ചെടുക്കാന്‍ കെഎസ്ഇബിയ്ക്ക് മടി.

വൈദ്യുതി ഉപയോഗിച്ച വകയില്‍ വിവിധ വന്‍‌കിട വ്യവസായ സ്ഥാപനങ്ങളില്‍ നിന്നും കോടിക്കണക്കിനു രൂപ കുടിശ്ശിക പിരിക്കാന്‍ ഉള്ളപ്പോഴും അത് പിരിച്ചെടുക്കാന്‍ കെഎസ്ഇബി യ്ക്ക് മടി. വന്‍കിട സ്വകാര്യ സ്ഥാപനങ്ങളും സര്‍ക്കാര്‍ - പൊതുമേഖലാ സ്ഥാപനങ്ങളും വൈദ്യുതി ഉപയോഗിച്ച വകയില്‍ അടയ്ക്കേണ്ട കുടിശ്ശികയുടെ കണക്കുകള്‍ ഞെട്ടിക്കുന്നതാണ്. വിവരാവകാശ നിയമപ്രകാരം എനിക്കു ലഭിച്ച രേഖകളാണ് വൈദ്യുതി ബോര്‍ഡിന്റെ വ്യവസായ സ്ഥാപനങ്ങളോടുള്ള ഈ അനുനയം വെളിവാക്കുന്നത്.
                                  കൊച്ചിയിലെ അമൃത ഹോസ്പിറ്റല്‍ -1.58 കോടി, ലേക്ക്‌ഷോര്‍ ഹോസ്പിറ്റല്‍ -11.75 ലക്ഷം,  രാഷ്ട്രദീപിക കൊച്ചി -1.29 കോടി, ലിറ്റില്‍ ഫ്ളവര്‍ ഹോസ്പിറ്റല്‍ - 84 ലക്ഷം, കോവളം ഹോട്ടല്‍സ്‌ -81 ലക്ഷം, റിയാന്‍ സ്റ്റുഡിയോ - 73 ലക്ഷം, ലീല ഹോട്ടല്‍സ്‌ - 37 ലക്ഷം ,................  പട്ടിക നീളുന്നു .

ആലപ്പുഴയിലും സി പി എമ്മിന്റെ അനധികൃത കണ്ടല്‍ ടൂറിസം

മുഹമ്മ: കണ്ണൂരിലെ പാപ്പിനിശേരിയില്‍ കണ്ടല്‍ പാര്‍ക്ക് വിവാദമായതിനു പിന്നാലെ  ആലപ്പുഴയിലെ പ്രശസ്തമായ പാതിരാമണല്‍ കണ്ടല്‍ വനമേഖലയിലും സി പി എമ്മിന്റെ നേതൃത്വത്തില്‍ അനധികൃതമായി ടൂറിസം ആരംഭിച്ചു. സി പി എം ഭരിക്കുന്ന മുഹമ്മ പഞ്ചായത്തിന്റെ നേതൃത്വത്തിലാണ് അതീവ ദുര്‍ബ്ബല പ്രദേശമായ ഈ കണ്ടല്‍ വന മേഖലയുടെ ആവാസ വ്യവസ്ഥ തകര്‍ത്തുകൊണ്ട് ടൂറിസത്തിനായുള്ള നിര്‍മ്മാണ പ്രവര്‍ത്തികള്‍ പുരോഗമിക്കുന്നത്. ജെ.സി.ബി ഉപയോഗിച്ചു കണ്ടല്‍ ചെടികള്‍ പിഴുതു മാറ്റിയും റോഡു വെട്ടിയും കോണ്ക്രീറ്റ് ഇട്ടുമാണ് ഇവിടെ നിര്‍മ്മാണ പ്രവര്‍ത്തികള്‍ നടക്കുന്നത്.  ഒബ്രോയ് ഹോട്ടല്‍സ്‌ എന്ന വന്‍കിട ടൂറിസം കമ്പനിക്കു വേണ്ടിയാണ് നിര്‍മാണം നടത്തുന്നത്.  വനം വകുപ്പ് നല്‍കിയ സ്റ്റോപ്പ്‌ മെമ്മോ കാറ്റില്‍ പറത്തിക്കൊണ്ടാണ്‌  നിയമം ലംഘിച്ചുള്ള കണ്ടല്‍ ടൂറിസം.

കുട്ടികളെ കൊല്ലുന്ന വിറ്റാമിന്‍ ഗുളികകള്‍ !


പെയിന്റ്, ലിപ്‌സ്റ്റിക്, കുട്ടികളുടെ കളിപ്പാട്ടങ്ങള്‍, വിനൈല്‍ കൊണ്ടുള്ള ഭക്ഷണപാത്രം ലഡ്ഡും മറ്റ് ഘനലോഹങ്ങളും അടങ്ങിയതായി പൊതുജനത്തിന് അറിവുള്ളതാണ്. എന്നാല്‍ അതിലും മോശമായി ഇവ നിറഞ്ഞിട്ടുള്ള മറ്റൊരു സ്ഥലം U.S. Food and Drug Administration കണ്ടെത്തി. സ്ത്രീകള്‍ക്കും കുട്ടികള്‍ക്കും കഴിക്കാനുള്ള വിറ്റാമിന്‍ ഗുളികകളില്‍ !!!.

കുട്ടികളും ഉള്‍പ്പെട്ടതിനാല്‍ പ്രശ്നം ഗുരുതരമാണ്. കുട്ടിക്കാലത്തെ ലഡ്ഡ് വിഷബാധ അമേരിക്കയില്‍ വലിയ പരിസ്ഥിതി-ആരോഗ്യ പ്രശ്നമാണ്. നാഡീവ്യവസ്ഥ, വൃക്ക, പഠിക്കാന്‍ കഴിയാതിരിക്കല്‍, സംസാര സ്വഭാവ പ്രശ്നങ്ങള്‍, പേശീ ചലന കഴിവില്ലായ്മ, പേശികളുടേയും എല്ലിന്റേയും കുറയുന്ന വളര്‍ച്ച, കേള്‍വിക്കുറവ് തുടങ്ങി അനേകം പ്രശ്നങ്ങള്‍ ഇതുണ്ടാക്കുന്നു. ഗര്‍ഭണികള്‍ക്ക് കൊടുക്കുന്ന വിറ്റാമിന്‍ ഗുളികകള്‍ ഗര്‍ഭസ്ഥ ശിശുക്കളേയും ഇത് ബാധിക്കും.
325 ബഹു വിറ്റാമില്‍ ഉത്പന്നങ്ങളായിരുന്നു FDA പരിശോധിച്ചത്. പരിശോധിച്ച 99% വിറ്റാമിനുകളിലും ലഡ്ഡ് അടങ്ങിയിട്ടുണ്ടായിരുന്നു. NF Formulas Liquid Pediatric, Natrol Liquid Kids Companion Liquid, Twinlab Infant Care, and After Baby Boost 2 ഇവയില്‍ മാത്രമായിരുന്നു ലഡ്ഡിന്റെ അംശം ഇല്ലാതിരുന്നത്.
ഒന്നിലും FDA പറയുന്ന “safe/tolerable exposure levels,” ല്‍ അധികം ലഡ്ഡ് ഉണ്ടായിരുന്നില്ല. റേഡിയേഷന്‍ നല്‍കിയ ചീരയേയും പ്ലാസ്റ്റിക്കിലെ bisphenol-A നേയും ഒഴുവാക്കിയത് നിങ്ങള്‍ക്ക് അത്ഭുതം ഉണ്ടാക്കാം.

കൃത്രിമമായി നിര്‍മ്മിക്കുന്ന ക്ഷാമം

1870 ല്‍ ഇന്‍ഡ്യയില്‍ സംഭവിച്ച ക്ഷാമത്തെക്കുറിച്ച് Mike Davis ന്റെ “Late Victorian Holocausts” എന്ന പുസ്തകത്തില്‍ പ്രതിപാദിക്കുന്നുണ്ട്. El Nino കാരണമുണ്ടായ വരള്‍ച്ച പട്ടിണിക്ക് തുടക്കം കുറിച്ചു. ഡക്കാണിലെ വിളകളെല്ലാം നശിച്ചു. എന്നാല്‍ അന്നത്തെ വൈസ്രോയി ആയിരുന്ന Lord Lytton 3.25 ലക്ഷം ടണ്‍ ഗോതമ്പ് ഇന്‍ഡ്യയില്‍ നിന്ന് കയറ്റുമതി ചെയ്യുന്നതില്‍ മേല്‍നോട്ടം വഹിച്ചു. ഈ “the most colossal and expensive meal in world history” യുടെ യഥാര്‍ത്ഥ വില 1.2 കോടി മുതല്‍ 2.9 കോടി ഇന്‍ഡ്യക്കാരുടെ ജീവനായിരുന്നു. പുതിയ ഒരു Lord Lytton വേറൊരു നിഷ്‌ഠൂരമായ ഭക്ഷണം തട്ടിപ്പറിക്കലിന് തയ്യാറെടുക്കുകയാണ്. Tony Blair ന്റെ മുഖസ്‌തുതിക്കാരന്‍ ആയ Peter Mandelson യജമാനനെ എന്തും ചെയ്യാന്‍ തയ്യാറായവനാണ്. ഇന്ന് അദ്ദേഹം European trade commissioner ആണ്. Brussels ലും Strasbourg ഉം ഉള്ള ഓഫീസില്‍ ഇരുന്ന് ലോകത്തെ ഏറ്റവും ദരിദ്രമായ ചില രാജ്യങ്ങളില്‍ നിന്ന് ഭക്ഷണം തട്ടിപ്പറിക്കാനുള്ള കരാറുകള്‍ അദ്ദേഹം തയ്യാറാക്കുകയാണ്.
സെനഗല്‍ (Senegal) ലെ ആള്‍ക്കാര്‍ കഴിക്കുന്ന പ്രോട്ടീന്റെ 70% വരുന്നത് മീനില്‍ നിന്നുമാണ്(2). പരമ്പരാഗതമായി മറ്റ് മൃഗ ഉത്പന്നങ്ങളേക്കാള്‍ വില കുറവ്. അത് human development index ഏറ്റവും കുറഞ്ഞ ഒരു സമൂഹത്തെ നിലനിര്‍ത്തി പോകുന്നു. ആറിലൊന്നുപേര്‍ അവിടെ മീന്‍പിടുത്തവുമായി ബന്ധപ്പെട്ട തൊഴിലുകള്‍ ചെയ്യുന്നു. അതില്‍ മൂന്നില്‍ രണ്ട് സ്ത്രീകളാണ്(3). കഴിഞ്ഞ മൂന്ന് ദശാബ്ദങ്ങളായി മറ്റ് രാജ്യങ്ങള്‍ സെനഗലിന്റെ പങ്ക് കൈയ്യേറാന്‍ തുടങ്ങിയതോടെ അവരുടെ കാര്യം കഷ്ടത്തിലായി.
മീനിന്റെ കാര്യത്തില്‍ യൂറോപ്പ്യന്‍ യൂണിയന് രണ്ട് വലിയ പ്ര‍ശ്നങ്ങള്‍ ഉണ്ട്. ഒന്ന് സ്വന്തം മത്സ്യബന്ധനത്തെ ശരിക്ക് ആസൂത്രണം ചെയ്യാന്‍ കഴിയാതിരിക്കുന്ന അവസ്ഥ. ഇതുമൂലം സ്വന്തം ആവശ്യം നിറവേറ്റാനാവുന്നില്ല. രണ്ട് സര്‍ക്കാരിന് മത്സ്യബന്ധന ലോബിയെ നിയന്ത്രിച്ച് അവരുടെ അധികമുള്ള ബോട്ടുകള്‍ ഇല്ലാതാക്കാന്‍ കഴിയാതെ പോകുന്ന അവസ്ഥ. ഈ രണ്ട് പ്രശ്നങ്ങളും പരിഹരിക്കാന്‍ EU ഒരു വഴി കണ്ടെത്തി. അവരുടെ മീന്‍പിടുത്തക്കാരെ പടിഞ്ഞാറേ ആഫ്രിക്കന്‍ കടലിലേക്ക് പറഞ്ഞയക്കുക. ആ കപ്പലുകള്‍ക്ക് മത്സ്യബന്ധനത്തിന് അനുമതി നല്‍കുന്ന ഉടമ്പടി 1979 മുതല്‍ അവര്‍ സെനഗല്‍ സര്‍ക്കാരുമായി ഒപ്പുവെച്ചിട്ടുണ്ട്. അതിന്റെ ഫലമായി യൂറോപ്പില്‍ സംഭവിച്ചതു പോലെ സെനഗല്‍ തീരത്തും മീനുകളുടെ എണ്ണം കുറഞ്ഞു. 1994 മുതല്‍ 2005 വരെയുള്ള കാലത്ത് സെനഗല്‍ കടലില്‍ നിന്ന് 95,000 ടണ്‍ മുതല്‍ 45,000 ടണ്‍ മത്സ്യങ്ങളെ യൂറോപ്പ്യന്‍മാര്‍ പിടിച്ചുകൊണ്ടു പോയി. യൂറോപ്പ്യന്‍മാര്‍ ട്രോളറുകള്‍ കാരണം പ്രാദേശിക മത്സ്യബന്ധനം തകര്‍ന്നു. 1997 ഓടെ പ്രാദേശിക ബോട്ടുകള്‍ 48% കുറവായി(4).
കുടുംബങ്ങള്‍ ദിവസം മൂന്നുനേരം മീന്‍ കഴിച്ചിരുന്നതില്‍ നിന്ന് ദിവസം ഒരു പ്രാവശ്യം എന്ന നിലയിലേക്കായി എന്ന് ActionAid റിപ്പോര്‍ട്ടില്‍ പറയുന്നു. മീനിന്റെ വില കൂടിയതോടെ അതിന്റെ ഉപഭോക്താക്കള്‍ പട്ടിണിയിലായി. യൂറോപ്യന്‍ യൂണിയന്‍ കരാറിലേര്‍പ്പെട്ട എല്ലാ ആഫ്രിക്കന്‍ രാജ്യങ്ങളിലും ഇങ്ങനെ തന്നെ സംഭവിച്ചു(5,6). വിദേശ നാണയ വിനിമയ നിരക്ക് കാരണം അവരുടെ പ്രധാന പ്രോട്ടീന്‍ സ്രോതസ് ഇല്ലാതെയായി.
സെനഗല്‍ സര്‍ക്കാരിന് ഇത് അറിയാമായിരുന്നു. അതുകൊണ്ട് 2006 അവര്‍ ഈ മത്സ്യബന്ധന കരാറുകള്‍ പുതുക്കാന്‍ വിസമ്മതിച്ചു. എന്നാല്‍ യൂറോപ്പ്യന്‍മാര്‍, പ്രത്യേകിച്ച് സ്പെയിനിലേയും ഫ്രാന്‍സിലേയും, നിരോധനത്തിനെ മറികടക്കാനയി വഴികള്‍ കണ്ടുപിടിച്ചു. അവര്‍ അവരുടെ ബോട്ടുകള്‍ സെനഗലില്‍ രജിസ്റ്റര്‍ ചെയ്യാന്‍ തുടങ്ങി. കൂടാതെ പ്രാദേശിക മീന്‍പിടുത്തക്കാരില്‍ നിന്ന് അവരുടെ വീതം മീനുകളും വാങ്ങുന്നു. സെനഗലിനോട് ബാധ്യതയില്ലാതെ അവര്‍ക്ക് തട്ടിപ്പറിക്കല്‍ തുടര്‍ന്നു കൊണ്ടുപോകാന്‍ കഴിയുന്നു എന്നതാണ് ഇതിന്റെ അര്‍ത്ഥം. മീന്‍ യൂറോപ്പിലെത്തുന്നതോടെ അവരുടെ ലാഭം വളരെ അധികമാകും.
ആഫ്രിക്കന്‍ രാജ്യങ്ങളുമായി സാമ്പത്തിക ബന്ധം സ്ഥാപിക്കാനുള്ള ശ്രമങ്ങള്‍ Mandelson ന്റെ ഓഫീസ് നടത്തിവരികെയാണ്. എന്നാല്‍ സെനഗല്‍ ഉള്‍പ്പടെയുള്ള പല രാജ്യങ്ങളും അതില്‍ ഒപ്പുവെക്കാന്‍ വിസമ്മതിക്കുന്നു. യൂറോപ്യന്‍ കമ്പനികള്‍ക്ക് ആഫ്രിക്കന്‍മണ്ണില്‍ സ്വാതന്ത്ര്യത്തിനുള്ള അവകാശം ഉറപ്പുവരുത്തുവാനാണ് ഈ കരാറുകള്‍. അതായത് ഈ രാജ്യങ്ങള്‍ക്ക് സ്വന്തം രാജ്യത്തെ വ്യവസായമെന്നോ വിദേശ കമ്പനി എന്നോ വ്യത്യാസം കാണിക്കാനാവില്ല. സെനഗലിന് അവരുടെ മത്സ്യം അവരുടെ വ്യവസായ വളര്‍ച്ചക്കും അവരുടെ ജനങ്ങള്‍ക്ക് ആഹാരത്തിനായും ഉപയോഗിക്കാനാവില്ല. വിദേശരാജ്യത്ത് യൂറോപ്യന്‍ ട്രോളറുകള്‍ക്ക് നിയപരമായ അവകാശം.
EU ന്റെ കരാറുകള്‍ “not sufficiently inclusive” ആണെന്നും അവ “lack of transparency” ഉള്ളവയാണെന്നും ഐക്യരാഷ്ട്ര സഭയുടെ Economic Commission for Africa പറയുന്നു(7). Mandelson ന്റെ ഓഫീസ് ഇത് തള്ളിക്കളഞ്ഞ് സംശയിച്ച് നില്‍ക്കുന്ന രാജ്യങ്ങളെ നിര്‍ബന്ധിക്കുകയാണെന്ന് ActionAid ഉം പറയുന്നു. പടിഞ്ഞാറേ ആഫ്രിക്ക ഈ കരാറുകളില്‍ ഒപ്പുവെക്കുന്നുണ്ടെങ്കില്‍ Lord Mandelson അടുത്ത സാമ്രാജ്യത്വ നിര്‍മ്മിത ക്ഷാമത്തിന് കാരണക്കാരനാകും.
സമ്പന്ന ദരിദ്ര രാജ്യങ്ങള്‍ക്കിടയിലുള്ള ആഹാര കോളനി വാഴ്ചയുടെ ഒരു ഉദാഹരണമാണ് ഇത്. ആഗോള ആഹാര ഉത്പാദനത്തിന് കുറവ് വന്നപ്പോള്‍ പണക്കാരായ ഉപഭോക്താക്കളെ പട്ടിണിക്കാരായവരുമായി മത്സരത്തിലേര്‍പ്പെടുന്നതിന് നിര്‍ബന്ധിച്ചിരിക്കുകയാണ്. (വിജയരാഘവന്റെ ദീര്‍ഘവീക്ഷണം). ആഹാരം വാങ്ങുന്നതു വഴി ബ്രിട്ടണിന്റെ നേരിട്ടല്ലാത്ത ജല ഉപഭോഗത്തെക്കുറിച്ച് WWF ഒരു റിപ്പോര്‍ട്ട് പ്രസിദ്ധീകരിച്ചിരുന്നു(8). ബ്രിട്ടണ്‍ വളരേറെ അരിയും പരുത്തിയും ഇന്‍ഡസ് താഴ്വരയില്‍ നിന്നുമാണ് വാങ്ങുന്നത്. അതില്‍ പാകിസ്ഥാനിലെ ഏറ്റവും നല്ല കൃഷിയിടങ്ങള്‍ ഉള്‍പ്പെടുന്നു. കയറ്റുമതിയുടെ ആവശ്യകത കാരണം അവിടുത്തെ ജലസ്രോതസുകള്‍ തിരികെ നറയുന്നതിനേക്കാള്‍ വളരെ വേഗമാണ് പമ്പ് ചെയ്ത് ഉപയോഗിക്കുന്നത്. അതേ സമയം കാലാവസ്ഥാ മാറ്റം കാരണം മഴയും ഹിമാലയത്തിലെ മഞ്ഞും കുറഞ്ഞ് വരുന്നു. ഉപ്പും മറ്റ് കൃഷി വിഷങ്ങളും കുറഞ്ഞു വരുന്ന water table ല്‍ അലിഞ്ഞു ചേരുന്നതിനാല്‍ കൃഷിസ്ഥലങ്ങള്‍ മോശമാകുന്നു. സ്വതന്ത്ര വ്യാപാര കരാറുകള്‍ അടിസ്ഥാനത്തിലായ ഇവയുടെ വില്‍പ്പന ബ്രിട്ടണ്‍കാര്‍ക്ക് ചിലവുകുറഞ്ഞ ഉത്പന്നങ്ങള്‍ എത്തിക്കുമ്പോള്‍ അതിന്റെ യഥാര്‍ത്ഥ വില പാകിസ്ഥാനിന് തിരിച്ചറിയാന്‍ കഴിയുന്നില്ല.
മദ്ധ്യ പൂര്‍‌വ്വേഷ്യന്‍ രാജ്യള്‍ ഇപ്പോള്‍ സൗദി അറേബ്യയുടെ നേതൃത്വത്തില്‍ ഭക്ഷ്യ സുരക്ഷ ഉറപ്പാക്കാന്‍ ദരിദ്ര രാജ്യങ്ങളില്‍ ഭൂമി വിലക്ക് വാങ്ങുകയാണ്. 100,000 ല്‍ അധികമുള്ള കൃഷി സ്ഥലം വിദേശത്ത് കണ്ടെത്തുകയെന്നാണ് സൗദി അറേബ്യ ആഗ്രഹിക്കുന്നതെന്ന് Financial Times റിപ്പോര്‍ട്ട് ചെയ്തു. അവിടെ ഉത്പാദിപ്പിക്കുന്നത് വില്‍ക്കാനല്ല. നേരെ ഉടമസ്ഥര്‍ക്ക് കഴിക്കാനാണ്. സാധാരണ എല്ലാ വില്‍പ്പനകളേയും പുകഴ്ത്തി ബഹളം വെക്കുന്ന FT എന്തോ ഈ വില്‍പ്പനകള്‍ക്കെതിരെ ശക്തമായ രോഷമാണ് പ്രകടിപ്പിക്കുന്നത്. “the nightmare scenario of crops being transported out of fortified farms as hungry locals look on.” “secretive bilateral agreements, the investors hope to be able to bypass any potential trade restriction that the host country might impose during a crisis.” എന്നൊക്കെ വെച്ച് കാച്ചിയിട്ടുണ്ട് (9).
എത്യോപ്യയും, സുഡാനും എണ്ണ രാജ്യങ്ങള്‍ക്ക് ആയിരക്കണക്കിന് ഹെക്റ്റര്‍ ഭൂമി നല്‍കി(10,11). ഈ രാജ്യങ്ങളിലെ അഴുമതി നിറഞ്ഞ സര്‍ക്കാരുകള്‍ക്ക് ഇത് വളരെ എളുപ്പമാണ്. എത്യോപ്യയില്‍ സര്‍ക്കാരിനാണ് ഭൂമിയുടെ അവകാശം. സുഡാനില്‍ ശരിയായ മേശക്ക് മുന്നേ ഒരു കവര്‍ കൈമാറിയാല്‍ ആരുടെ ഭൂമിയും വിദേശിയുടേതാവും(12,13). സുഡാനില്‍ 56 ലക്ഷവും എത്യോപ്യയില്‍ ഒരു കോടി ജനങ്ങളും ഇപ്പോള്‍ ഭക്ഷ്യ സഹായം കൊണ്ടാണ് ജീവിക്കുന്നത്. അവിടുത്തെ സര്‍ക്കാരുകളുടെ ഇത്തരം പ്രവര്‍ത്തികള്‍ അവിടുത്തെ ക്ഷാമം മൂര്‍ച്ഛിപ്പിക്കുകയേയുള്ളു.
ഇതിനര്‍ത്ഥം ദരിദ്ര രാജ്യങ്ങള്‍ സമ്പന്ന രാജ്യങ്ങള്‍ക്ക് ആഹാരം വില്‍ക്കരുതെന്നല്ല. ക്ഷാമത്തില്‍ നിന്ന് രക്ഷപെടാന്‍ ദരിദ്ര രാജ്യങ്ങള്‍ അവരുടെ വാങ്ങല്‍ ശേഷി ഉയര്‍ത്തണം. കാര്‍ഷിക ഉത്പന്നങ്ങളും പ്രാദേശികമായി നിര്‍മ്മിക്കുന്ന അവയുടെ മൂല്യവര്‍ദ്ധിത ഉത്പന്നങ്ങളും വില്‍ക്കണം. എന്നാല്‍ മുകളില്‍ പറഞ്ഞ കരാറുകളൊന്നും ദരിദ്ര രാജ്യങ്ങള്‍ക്ക് ഗുണം ചെയ്യുന്നവയല്ല. പണ്ട് അവര്‍ യുദ്ധക്കപ്പലുകളും ബ്രിട്ടീഷ്‌ ഭരണകാലത്തെ ഇന്ത്യന്‍ഭടന്‍ (sepoys) മാരേയും ഉപയോഗിച്ചു, ഇന്നവര്‍ ചെക്ക് ബുക്കും വക്കീലന്‍മാരേയും ഉപയോഗിച്ച് പട്ടിണി കിടക്കുന്നവരില്‍ നിന്ന് ഭക്ഷണം തട്ടിപ്പറിക്കുന്നു. വിഭവങ്ങള്‍ക്കായുള്ള കടിപിടി തുടങ്ങിക്കഴിഞ്ഞു, നാം തിരിച്ചറിയില്ലെന്നുമാത്രം. മറ്റുള്ളവര്‍ക്ക് പട്ടിണി കിടക്കേണ്ടിവന്നാലും, സമ്പന്ന രാജ്യങ്ങളിലെ സര്‍ക്കാരുകള്‍ ഇല്ലായ്മയുടെ രാഷ്ട്രീയ മൂല്യത്തില്‍ നിന്ന് സ്വയം രക്ഷപെടുത്തിക്കോളും.

അരിക്ക് പകരം നമുക്ക് ഇനി കശുവണ്ടി കൊറിക്കാം !


"കശുമാവിന്‍ തോട്ടങ്ങള്‍ ഭൂമിയില്‍ പാറവല്‍ക്കരണം നടത്തും, ഫലഭൂയിഷ്ഠത നശിപ്പിക്കും" എന്ന് നമ്മെ പഠിപ്പിച്ചത് പ്രശസ്ത ചരിത്രകാരന്‍ ഡി ഡി കൊസാംബിയാണ്. കാസര്‍ഗോടന്‍ കുന്നുകളില്‍ ചെന്നാല്‍ നമുക്കത് വ്യക്തമാവും. പതിനായിരത്തിലധികം ഏക്കറിലാണ് ഇവിടെ പ്ലാന്റേഷന്‍ കോര്‍പ്പറേഷന്റെ കശുമാവിന്‍ തോട്ടങ്ങള്‍ . രാജപുരത്തെ നല്ലയിനം കാടുകള്‍ പോലും സര്‍ക്കാര്‍ കശുമാവിന്‍ കൃഷിക്കായി  നല്കിയിരിക്കുന്നു.  അതുകൊണ്ടാണ് നാല്‍പ്പത്തി നാല് നദികള്‍ ഉള്ള കേരളത്തിലെ പത്തു നദികള്‍ കാസര്‍ഗോഡ്  ജില്ലയിലൂടെ ഒഴുകിയിട്ടും കുടിവെള്ള ദൌര്‍ലഭ്യം ജില്ലയിലെ ഏറ്റവും വലിയ പ്രശ്നമായത്‌.
         അപ്പോഴാണ്‌ നാല് വര്‍ഷം കൊണ്ടു കശുമാവിന്‍ കൃഷി വര്‍ധിപ്പിക്കാന്‍ 57 കോടി രൂപയുടെ പദ്ധതി നടപ്പാക്കി വരികയാണെന്ന് കേരളത്തിലെ തൊഴില്‍ മന്ത്രി പറയുന്നത്.
70 ശതമാനം ഭക്ഷ്യക്ഷാമം അനുഭവിക്കുന്ന കേരളം ആണ് കശുവണ്ടി ഉല്‍പ്പാദനം കൂട്ടാന്‍ യത്നിക്കുന്നതെന്നു  നാം ആലോചിക്കണം. സംസ്ഥാന വനം വകുപ്പിന്റെ നല്ലൊരു ശതമാനം വനപ്രദേശങ്ങളും ഇന്ന്  പ്ലാന്റേഷന്‍ കോര്‍പ്പറേഷന്റെ കയ്യിലാണ്. അവര്‍ റബ്ബറും കശുവണ്ടിയും ഉണ്ടാക്കി ഓരോ വര്‍ഷവും ഭീമമായ നഷ്ടമാണ് ഖജനാവിന് വരുത്തി വെക്കുന്നത്. കശുമാവിന്‍ കൃഷി നഷ്ടമായതിനാല്‍ റബ്ബര്‍ , വാനില തുടങ്ങിയ ഇനങ്ങളിലേക്ക് മാറുകയാണെന്ന് പി. സി. കെ ചെയര്‍മാന്‍ പ്രഖ്യാപിച്ചതും ഈയിടെയാണ്.  ചരിത്രം മറന്നു കേവലമായ ചില 'വിദേശനാണ്യ താല്‍പര്യങ്ങളുടെ' പേരില്‍ ‍, തൊഴിലാളി താല്പര്യത്തിന്റെ പേരില്‍ കേരളത്തിലെ അവശേഷിക്കുന്ന കൃഷിയിടങ്ങള്‍ കൂടി കശുമാവിന്‍ കൃഷിക്കായി മാറ്റിവെച്ചാല്‍ , രൂക്ഷമായ ഫലം നാം അനുഭവിക്കേണ്ടി വരും.

                      സംസ്ഥാനത്തെ പച്ചക്കറി കൃഷി കൂട്ടുന്നതിനു പകരം റബറും കശുവണ്ടിയും ഉണ്ടാക്കി നമ്മുടെ ഭൂമിയെ നശിപ്പിച്ചു, പകരം തമിഴന്റെ വിഷമടിച്ച പച്ചക്കറി തീറ്റ തന്നെ തുടര്‍ന്നാല്‍ , അതുവഴി കിട്ടുന്ന വിദേശ നാണ്യം ആശുപത്രിയില്‍  നല്‍കേണ്ടി വരും എന്നത് നാം മറന്നു പോവരുത്.

വൈദ്യുതി പ്രതിസന്ധി; കാറ്റാണ് മറുപടി - താപനിലയമല്ല.

കേരളത്തില്‍ വൈദ്യുതി പ്രതിസന്ധി ഉണ്ടെന്നു മുറവിളി കൂട്ടി വന്‍കിട ഡാമുകള്‍ പണിയാന്‍ സര്‍ക്കാര്‍ നീക്കം തുടങ്ങിയിട്ട് വര്‍ഷങ്ങളായി. അതിരപ്പിള്ളി സമരത്തോടെ ജലവൈദ്യുത പദ്ധതികളോടുള്ള ജനത്തിന്റെ എതിര്‍പ്പ് മറനീക്കി പുറത്തു വന്നു. അതിനു ശേഷം സര്‍ക്കാര്‍ താപ വൈദ്യുതിയിലെക്ക് തിരിഞ്ഞിരിക്കുകയാണ്. ഡീസലും കല്‍ക്കരിയും കത്തിച്ചു വന്‍ തോതില്‍  മലിനീകരണം സൃഷ്ടിച്ചു ആണ് വിലകൂടിയ താപവൈദ്യുതി നാം ഉണ്ടാക്കാന്‍ പോവുന്നത്. ആളെക്കൊല്ലുന്ന, നാടിന്റെ കുടിവെള്ളം മുട്ടിക്കുന്ന ഇത്തരം ജനവിരുദ്ധ സാങ്കേതികവിദ്യകള്‍ കാലഹരണപ്പെട്ടു എന്ന് ബോധ്യപ്പെടുത്താന്‍  ആണ് ശ്രമം. ഒപ്പം ചെലവും മലിനീകരണവും കുറഞ്ഞ ബദല്‍ ഊര്‍ജ്ജ വികസനം മുന്നോട്ടു വയ്ക്കാനും.

ആഗോള താപനത്തിന്റെ ഈ കാലത്ത് താപ വൈദ്യുതി നിലയങ്ങള്‍ ഉണ്ടാക്കുന്ന പരിസ്ഥിതി പ്രശ്നങ്ങളെപ്പറ്റി  ലോകം മുഴുവന്‍ പ്രതിഷേധങ്ങള്‍ നടക്കുന്നുണ്ട്. ഇവിടെ കേരളത്തിന്റെ മുന്‍പില്‍ ഒരു വലിയ ബദല്‍ വികസന സാധ്യത തെളിയുന്നുണ്ട്.  അതാണ്‌ കാറ്റ്.  നമ്മുടെ ഏറ്റവും വലിയ വികസന സാധ്യതയായി വളര്‍ത്താന്‍ കഴിയുന്ന ഒന്നാണ് കാറ്റില്‍ നിന്നും ഉള്ള വൈദ്യുതി ഉല്‍പ്പാദനം. 
കാറ്റില്‍ നിന്നും ഉണ്ടാക്കുന്ന വൈദ്യുതി പൂര്‍ണ്ണമായും ലാഭമാണ്, പരിസ്ഥിതി സൌഹൃദമാണ്. മലിനീകരണം ഇല്ല, കുടിയൊഴിപ്പിക്കല്‍ വേണ്ട, തുടര്‍ ചെലവില്ല, സ്ഥലം നഷ്ടപ്പെടില്ല, വനനശീകരണം ഇല്ല, പ്രകൃതി വിഭവങ്ങള്‍ ചൂഷണം ചെയ്യേണ്ട, കുറച്ചു വര്‍ഷങ്ങള്‍ക്കുള്ളില്‍ മുടക്ക് മുതല്‍ തിരിച്ചു കിട്ടും, ഇന്ധന ഉപയോഗ ഇല്ലാത്തതിനാല്‍ ഭാവിയില്‍ വില കൂടില്ല... അങ്ങനെയങ്ങനെ നോക്കിയാല്‍ ഇതില്‍ നേട്ടങ്ങളെ ഉള്ളൂ..  പക്ഷെ സര്‍ക്കാരുകള്‍ ഈ സാധ്യതകളെ കണ്ടില്ലെന്നു നടിക്കുകയാണ്.  തൊട്ടയല്‍ സംസ്ഥാനമായ തമിഴ് നാട് കാറ്റില്‍ നിന്നും 4500 മെഗാവാട്ട് വൈദ്യുതി (കേരളത്തിന്റെ ആകെ ഉപഭോഗത്തിലും ആയിരം മെഗാവാട്ട് കൂടുതല്‍ !!!) ഉണ്ടാക്കുമ്പോഴും നമ്മള്‍ അതിരപ്പിള്ളിയിലും ചീമേനിയിലും വൃഥാ ചര്‍ച്ചകളില്പെട്ടു സമയം കളയുന്നു.

കാറ്റില്‍ നിന്നും വൈദ്യുതി ഉണ്ടാക്കാന്‍ പറ്റിയ ഭൂമിശാസ്ത്രപരമായ പ്രത്യേകതകള്‍ ഉള്ള രാജ്യമാണ് ഇന്ത്യ. മലകളും കടല്‍ത്തീരങ്ങളും കൊണ്ടു സമ്പന്നം.  പാരമ്പര്യേതര ഊര്‍ജ്ജ മന്ത്രാലയം കാറ്റില്‍ നിന്നും വൈദ്യുതി ഉണ്ടാക്കുന്നതിനെ പ്രോല്‍സാഹിപ്പിക്കുന്നുണ്ടെങ്കിലും
അത് സമ്പൂര്‍ണ്ണമായി നാം ഉപയോഗിച്ചിട്ടില്ല. വന്‍കിട കാറ്റാടികളില്‍ നിന്നും വലിയ തോതിലും, ചെറുകിട കാടാടികളില്‍ നിന്നും ഗാര്‍ഹിക ഉപയോഗത്തിനും വൈദ്യുതി ഉണ്ടാക്കാം. വന്‍കിട രീതിയില്‍ മാത്രം ഇന്ത്യയില്‍ ആകെ 48500 മെഗാവാട്ട് വൈദ്യുതി കാറില്‍ നിന്നും ഉണ്ടാക്കാന്‍ സാധിക്കും എന്ന് പഠനങ്ങള്‍ വ്യക്തമാക്കുന്നു.  പക്ഷെ ഇന്ന് 11807 മേഗാവാട്ടെ ഉല്‍പ്പാദനം ഉള്ളൂ.  ഈ മേഖലയിലെ ഗവേഷണം ത്വരിത ഗതിയിലാണ് നടക്കുന്നത്. ലോകമെങ്ങും കാറ്റില്‍ നിന്നും വന്‍തോതില്‍ വൈദ്യുതി ഉണ്ടാക്കാന്‍ തുടങ്ങി. ബ്രിട്ടന്റെ ദേശീയ ഉപഭോഗത്തിന്റെ 20  ശതമാനം ഇന്ന് കാറ്റില്‍ നിന്നുള്ള വൈദ്യുതിയാണ്. പത്തു വര്‍ഷത്തിനുള്ളില്‍ ഇത് 50  ശതമാനം ആകുമെന്ന് അവര്‍ പറയുന്നു. അമേരിക്കന്‍ - യൂറോപ്യന്‍ രാഷ്ട്രങ്ങളും ഈ പാതയില്‍ മുന്നേറുകയാണ്.

കേരളത്തില്‍ ഇത് സംബന്ധിച്ച സാധ്യതാ പഠനം നടത്തിയത് അനര്‍ട്ട് ആണ്.  കാറ്റുപയോഗിച്  ഇടുക്കി, പാലക്കാട്, തിരുവനന്തപുരം ജില്ലകളില്‍ നിന്നായി കേരളത്തിലെ 16  സ്ഥലങ്ങളില്‍ നിന്നും വൈദ്യുതി ഉണ്ടാക്കാന്‍ കഴിയുമെന്നും അതിന്റെ തോത് എത്രയാണെന്നും അവരുടെ പഠനത്തില്‍ പറയുന്നു. കാറ്റിന്റെ വേഗത മണിക്കൂറില്‍ 15 കിലോമീറ്ററില്‍ കൂടുതല്‍ ഉള്ള സ്ഥലങ്ങള്‍ മാത്രമാണ് ഇവര്‍ തെരഞ്ഞെടുത്തത്. ഒരു ഫാനില്‍ നിന്നും പരമാവധി കാല്‍ മെഗാവാട്ട്  വൈദ്യുതി ഉണ്ടാക്കുന്ന കാലമായിരുന്നു അന്ന്. അതും 30 മീറ്റര്‍ മാത്രം ഉയരമുള്ള കാറ്റാടികളുടെ കാലം.

എന്നാല്‍ ഈ പഠനം ഇരുപതു വര്‍ഷം എങ്കിലും പഴയതാണ്. ഇതിനിടയില്‍ ടെക്നോളജിയില്‍ വന്മാറ്റം സംഭവിച്ചു. വലിയ ഫാനുകള്‍ വന്നു. ഒരു ഫാനില്‍ നിന്ന് തന്നെ ഒന്നര മെഗാവാട്ട് ഉണ്ടാക്കാമെന്ന നിലയായി. ഇത് മുതലെടുത്ത്‌ ഗുജറാത്ത്, കര്‍ണാടക, തമിഴ് നാട്, മഹാരാഷ്ട്ര സംസ്ഥാനങ്ങള്‍ വന്‍ തോതില്‍ കാറ്റില്‍ നിന്നും വൈദ്യുതി ഉണ്ടാക്കാന്‍ തുടങ്ങി. അവര്‍ യഥാക്രമം 1567, 1327, 4500, 1938 മെഗാവാട്ട് വൈദ്യുതി ഉണ്ടാക്കുന്നു. കേരളം ഇപ്പോള്‍ 26 മെഗാവാട്ടും !!!
 ചുരുങ്ങിയ കാലത്തിനുള്ളില്‍ തന്നെ മുതല്‍മുടക്ക് തിരിച്ചു പിടിക്കാം എന്നതിനാല്‍ സ്വകാര്യ കമ്പനികള്‍ കൂട്ടത്തോടെ ഈ മേഖലയില്‍ മുതലിറക്കി. അപ്പോഴും കേരളം മൌനം പാലിച്ചു. ഈ മേഖലയിലെ കേന്ദ്ര ധനസഹായം ലഭ്യമാക്കാന്‍ പോലും സംസ്ഥാനം വേണ്ടത്ര ശ്രമിച്ചില്ല. 


പാരമ്പര്യേതര ഊര്‍ജ്ജ മന്ത്രാലയത്തിന്റെ കണക്കില്‍ ഓരോ സംസ്ഥാനത്തും എത്ര വൈദ്യുതി ഉത്പാദിപ്പിക്കാനുള സാധ്യത ഉണ്ടെന്നും അതില്‍ എത്ര ഇപ്പോള്‍ ഉത്പാദിപ്പിക്കുന്നുണ്ടെന്നും പറയുന്നുണ്ട്. അത് പ്രകാരം കേരളത്തില്‍ നിന്നും 1171 മെഗാവാട്ട് വൈദ്യുതി ഉണ്ടാക്കാനാകും. അതായത് അടുത്ത പത്തു വര്‍ഷത്തേക്കുള്ള നമ്മുടെ ഊര്‍ജ്ജ ആവശ്യങ്ങള്‍ക്കുള്ള സുസ്ഥിര മറുപടിയാണ് കാറ്റ്.
കേരളത്തിലെ തീരപ്രദേശം കൂടി ചെറുകിട പദ്ധതിയില്‍ പെടുത്തിയാല്‍ ഇത് 2000 മെഗാവാട്ട് ആയേക്കും.

തിരുവനന്തപുരത്ത് നിന്നും 50  കിലോമീറ്റര്‍ ഏരിയല്‍ ദൂര പരിധിയില്‍ തമിഴ് നാട്ടില്‍ വന്‍ കാറ്റാടിപ്പാടം  സ്ഥിതി ചെയ്യുന്നു. 65 ചതുരശ്ര കിലോമീറ്റര്‍ സ്ഥലത്തായി പരന്നു  കിടക്കുന്ന സ്ഥലത്ത്  7500 ഓളം ഫാനുകളില്‍ നിന്നായി 2500  മെഗാവാട്ട് അവിടെ മാത്രം ഉത്പാദിപ്പിക്കുന്നു. തുണിമില്‍ കമ്പനികളും സ്വകാര്യ ധനകാര്യ സ്ഥാപനങ്ങളും എല്ലാം സ്വന്തം ചെലവില്‍ വിവിധ വലുപ്പത്തിലുള്ള കാറ്റാടികള്‍ സ്ഥാപിച്ചിരിക്കുന്നു. ഓരോ കാറ്റാടിക്കും താഴെയുള്ള സ്ഥലം കൃഷിക്കായി വിനിയോഗിച്ചിരിക്കുന്നു. തൊട്ടടുത് തന്നെ സ്കൂളുകള്‍ , കെട്ടിടങ്ങള്‍ എല്ലാം പ്രവര്‍ത്തിക്കുന്നു..  ഒരു നിശബ്ദ ഊര്‍ജ്ജ വിപ്ലവം തന്നെയാണ് അവിടെ നടക്കുന്നത്. ..
ആദ്യ കാലങ്ങളില്‍ സ്ഥാപിച്ച ഫാനുകള്‍ക്ക് കൂടുതല്‍ കാറ്റ്  ആവശ്യമായിരുന്നു.  മണിക്കൂറില്‍ 15 കിലോമീറ്റര്‍ വേഗതയില്‍ കാറ്റ് ആവശ്യമായിരുന്നു.  കാല്‍ മെഗാവാട്ട് വൈദ്യുതി ഉത്പാദിപ്പിക്കുന്ന ഫാന്‍ സ്ഥാപിക്കാന്‍ ഒരു കോടി രൂപ വേണം. അന്‍പതിനായിരം രൂപ പ്രതിവര്‍ഷ ചെലവും. ഒരു ഫാന്‍  പ്രവര്‍ത്തിക്കാന്‍  60 സെന്റ്‌ സ്ഥലത്തെ കാറ്റ് വേണം. ഒരു വര്‍ഷം 5  ലക്ഷം യൂണിറ്റ്  വൈദ്യുതി ലഭിക്കും. ഒരു കോടിരൂപയില്‍  മുപ്പതു ശതമാനം സബ്സിഡി കിട്ടിയിരുന്നു. മുപ്പതു ശതമാനം വായ്പ്പയും. ചുരുക്കത്തില്‍ 40 ലക്ഷം മുതല്‍ മുടക്കുന്ന ഒരു വ്യവസായിക്ക് നാല് വര്‍ഷം കൊണ്ടു മുടക്ക് മുതല്‍ ലാഭം. 
ഇപ്പോള്‍ വലിയ ഫാനുകള്‍ വന്നു. 50  മീറ്റര്‍ ഉയരമുള്ളവ. 5 മുതല്‍ 10 വരെ കിലോമീറ്റര്‍ വേഗതയില്‍ കാറ്റ് കിട്ടിയാല്‍ ഇത്തരം ഒരു കാറ്റാടി  1 .65  മെഗാവാട്ട് വൈദ്യുതി ഉണ്ടാക്കും. അതായത് പ്രതിവര്‍ഷം ഏകദേശം 35 ലക്ഷം യൂനിറ്റ് വൈദ്യുതി ലഭിക്കും. ഒരു ഫാന്‍ സ്ഥാപിക്കാന്‍ 12 കോടി രൂപ ചെലവു വരും. പ്രതിവര്‍ഷം മൂന്ന്-നാല്  ലക്ഷത്തോളം അറ്റകുറ്റ ചെലവും.  ഒന്നര ഏക്കര്‍ സ്ഥലത്തെ വീതം കാറ്റ് വേണം ഓരോന്നിനും പ്രവര്‍ത്തിക്കാന്‍ .  ഇതും നാലഞ്ചു വര്‍ഷം കൊണ്ടു ലാഭത്തിലാവും.
50 -70 മീറ്റര്‍ ഉയരമുള്ള ഫാനുകളുടെ സാധ്യതയെപ്പറ്റി കേരളത്തില്‍ ഒരു പഠനം പോലും നടന്നിട്ടില്ല എന്നാണ് രേഖകള്‍ സൂചിപ്പിക്കുന്നത്. !!

കേരളത്തില്‍ 600 കിലോമീറ്റര്‍ കടല്‍ത്തീരം മുഴുവന്‍ ഇവ സ്ഥാപിക്കാം. ഓരോ ജില്ലയിലും ഗ്രിടിലേക്ക് വൈദ്യുതി നല്‍കാം. ഒരു പഞ്ചായത്തിനു ഒരു ഫാന്‍ മതി. വെറും 9000  കോടി രൂപ മുതല്‍ മുടക്കിയാല്‍ കേരളത്തിന്റെ പത്തു വര്‍ഷത്തെ ഊര്‍ജ്ജ പ്രശ്നങ്ങള്‍ ശാശ്വതമായി പരിഹരിക്കാം.  ഇത്രയും പരിസ്ഥിതി സൌഹൃദവും ലാഭകരവും പെട്ടെന്ന് തുടങ്ങാവുന്നതും സുസ്ഥിരവും ആയ മറ്റൊരു ടെക്നോളജിയും നമ്മുടെ മുന്‍പില്‍ ഇല്ല.  കേരളത്തില്‍ തുടങ്ങാന്‍ വയ്യെങ്കില്‍ ഗുജറാത്തിലോ തൊട്ടടുത്ത തമിഴ് നാട്ടിലോ സ്ഥലം പാട്ടതിനെടുത്തായാലും സര്‍ക്കാര്‍ കാറ്റാടി സ്ഥാപിക്കണം.

ഡീസല്‍ താപനിലയം ഉണ്ടാക്കുന്ന വൈദ്യുതിക്ക് യൂണിറ്റൊന്നിന് 10 രൂപ നിരക്കിലാണ് ഇപ്പോള്‍ നാം ചെലവിടുന്നത്.  അത് താമസിയാതെ പതിനഞ്ചോ ഇരുപതോ ഒക്കെ ആയേക്കും. കല്‍ക്കരി താപനിലയങ്ങളുടെ കാര്‍ബണ്‍ വില നഷ്ടം (carbon credit loss) കൂടി കണക്കിലെടുത്താല്‍ ഉത്പാദന ചെലവു യൂണിറ്റൊന്നിന് 15 രൂപയ്ക്ക് മേല്‍ വരും.  ഇവിടെയാണ്‌ യൂണിറ്റിനു 3 രൂപയില്‍ താഴെ ചെലവില്‍ കാറ്റില്‍ നിന്നും വൈദ്യുതി ഉണ്ടാക്കാനുള്ള വഴി നാം കണ്ടില്ലെന്നു നടിക്കുന്നത്.


ഇനിയെങ്കിലും കേരളാ സര്‍ക്കാര്‍ ഉണരണം.  ലോകം വികസിക്കുന്നത് കണ്ടു പഠിക്കണം.
